Try to use c7200-p-mz.124-18.bin IOS and idlepc value= 0x60880fd8.

For me it gave me less than 2% cpu loading for RIPv2 lab from Authorized Self-Study Guide: Building Scalable Cisco Internetworks (BSCI), Third Edition. My cpu is 2 core Intel(R) Xeon(R) CPU 5120 @ 1.86GHz my operating system is Suse linux enterprise server 10 sp 2 x64 it is much less than ios and router i written above(3725) For that empty lab it gave me about 40% cpu loading

My method to find that idlepc value is:
1) Load 1 router with no config
2) Wait until Would you like to config router(or something else) inscription is appear.
3) Wait for a minute
4) Now it is time to calculate idlepc (dynagen - idlepc get RTA for example)
5) When dynagen print idlepc values copy them to file.
6) Dont apply any idlepc value
7) Stop router and exit from dynagen
You can restart dynamips as well
Repeat this sequence for a couple of time( i repeat that 5 times, just to have more statistics and values)

After you have done that sequense you can group values you just have get by
a) Asterisk before value ( the value that dynagen mark as best value
b) By summing value in []
c) Just written down all values you got

Then:
a) Load again router with empty config
b) Wait until : would you like...
c) Apply the first idlepc value from list you just create
d) Watch on cpu loading
If cpu loading droped down continue by type no and press enter
If cpu loading is not drop try to use next idlepc value

e)When inscription : press enter to continue appear and some time passed(1 minutes or more) watch after cpu loading
if it reach 100% the value you just have applied is wrong try now to apply next value from idlepc list.
If cpu drop from 100% continue
f) Press enter
watch after cpu loading
if it reach 100% the value you just have applied is wrong try now to apply next value from idlepc list.
If cpu drop from 100% continue
g) Type exit and
watch after cpu loading
if it reach 100% the value you just have applied is wrong try now to apply next value from idlepc list.
If cpu drop from 100% my congratulation you did it %)

Ok this is summary all the above:
Idlepc is good when^
a) On initial configuration cpu loading is not 100%
b) On press enter to continue inscription cpy loading isnot 100%
c) On Route> mode cpu loading is not 100%

Idlepc is best when you found idlepc value from the list you create and cpu loading is minimal on a), b), c) point above.

It took me very long time to find idlepc value for that ios (it is about 1 hour %))) ) but i think it is worth it .
