Regarding the CCNP SPO vs. CCIP, the Service Provider Operations track is definitely geared at more of a Network Operations Center (NOC) sort of position than a Network Engineering position. SPO focuses on network monitoring and management technologies and methodologies, while the regular Service Provider track focuses on configuring and understanding technologies like BGP, MPLS, QoS, and routing that you will find in the Service Provider core and backbone networks. They're definitely very different certification paths, but that's probably not obvious to anyone who is unfamiliar with the difference between a NOC (monitoring and maintenance) role and more of a network development role.
