one of the features of EIGRP is RTP and he is responsibile of guaranteed, order delivery of EIGRP packet to all neighbors.
now,
in Ethernet world (multiaccess network) is not necessary to send hello packet reliably to all neighbors individually, so EIGRP sends a single multicast hello packet containing an indicator that informs the receiver that the packet need not be acknowledged.
why?

Hello Packets doesn't include routing information or critical data it indicates that the router interface is up therefore it doesn't need to be send reliably. When a packet is sent reliably more overhead is needed by a router and more traffic is generated.
For multi-access networks such as Ethernet hello packets are exchanged between routers unreliably if a router doesn't receive a hello packet or update packets from its neighbour for longer than the pre-defined hold time then a unicast is sent to that specific neighbour if no reply is received then the neighbour is unreachable.
When a router send a hello multicast packet to it neighbours unreliably this means that the router is not expecting an acknowledgment from it is neighbours for that specific packet but the router will still expect its neighbours to send him hello packets (not acknowledgments packets)
